Voltage drops like that are usually the result of over-current conditions. What is the max draw (when closing, not holding) on the relay? It cannot peak at more than 20ma, which does not describe most relays. The only relay I've known that operates correctly directly off of a 5v TTL output pin is a Radio Shack 5v reed relay, which they don't sell anymore. You may have to run pin 1 into a transistor and use the transistor to switch your relay.

I have a 24g wire connected to my out 1 pin. When swiping a tag, the voltage drops to around 2 volts. If I remove the wire, and swipe again the voltage reads 5v. The wire connects to a 5v mini-relay coil. The wire is about 4ft in length.
I'm lost for ideas.
