I am looking for a stand alone 13.56 Mhz RFID reader with USB interface and I/O pins like the Redbee. A PC would store authorized tags on the reader via USB before the reader is disconnected to run stand alone off battery power. When an authorized tag is scanned, an I/O pin would change state to trigger a connected circuit. Any one know where I could find something like this?

I've never heard of anything like that... but that's not to say it doesn't exist. I actually spoke to Robotics Connection about building out a 13.56MHz reader, but it's far more complex supporting multiple HF tag types, ISO standards, etc. than it is just supporting a single read-only EM4102 family of tags.
Check some European supplier sites. They always have the funky stuff.
